NATIONAL PACT FOR SAFE AND SUSTAINABLE MOBILITY
A look at the Catalan strategy
The National Pact for Safe and Sustainable Mobility (PNMSS) 2021-2030 is the document that marks the Catalan strategy on safe and sustainable mobility for the next decade. The Government of the Generalitat approved the National Pact for Safe and Sustainable Mobility 2021-2030 on January 19, 2021, after agreeing to the impulse on July 9, 2019. Once previously presented to the Interdepartmental Commission for the Improvement of Road Safety (CIMSV) and the Table of entities of the Pact, the agreement is now a reality.
Through this document, the aim is to manage the transition towards safer, more sustainable mobility, committed to the fight against climate change, healthy, connected and automated that allows the achievement, in 2050, of a Vision Zero scenario, without victims. fatalities and no serious injuries with lifelong consequences.
To achieve these objectives, the PNMSS collects diversity of opinions through participatory processes with 16 specific sessions for the different axes, and topics of special relevance from “road work safety” to “older people and mobility safety.” With all these participations of the agents involved, the work carried out is monitored, and future needs are detected, giving continuity to the PNMSS and advancing in the realization of the new Road Safety Plan 2024-2026.
Speaking with Alia Ramellini, head of urban mobility, road safety and environment studies at INTRA, the company in charge of the technical secretariat of the PNMSS, she highlighted the importance of the participatory process to advance the achievement of the Plan’s objectives.
“The PNMSS encompasses both road safety and sustainability objectives. The agents involved in the participation, both public and private, and entities, are providing a lot of knowledge about the work carried out and in progress. But the need to continue working in the area of sensitization, awareness and education of citizens is evident, because we are not always clear about the magnitude of the problem. Both because of the impact on health of pollution, but also of noise, as well as the accident rate and the awareness to approach the victims. It is imperative to raise public health awareness and carry out educational campaigns. It is also very important to achieve a cultural change so that it goes hand in hand with the measures, since we can still observe the prevailing model of it is me with my car and I have the right to park in front of my house. It is essential that the planning and advances developed by the different agents also reach citizens, and the reason for each measure is understood and how they want to improve the quality of life.”
